Golf Cart Laws
It is important for everyone to know the laws governing golf carts.
The Summerville police department is responsible for enforcing these laws.
If you have a valid driver’s license, proof of insurance, and a golf cart permit, you may drive the golf cart during the day within four miles of the address on your permit on roads with a speed limit of 35 mph or less. It’s important to note that golf carts are not allowed on the road at night even if they have lights.

- NEW LAW EFFECTIVE May 30, 2025 – The new statewide law is effective immediately and prohibits children under the age of 12 from riding in a golf cart without a seatbelt. More info
Speed Bumps, Speed Humps, Traffic Calming
Several residents have mentioned wanting more information about how they can petition for speed bumps or speed humps on their street.
NOTE: The HOA has heard from homeowners who would like speed bumps, as well as from homeowners who oppose speed bumps.
Any homeowners interested in pursuing the matter must follow the Town’s Traffic Calming Policy which can be downloaded here (PDF).
In Summary:
- A petition (51% of residents) and Town Council approval is required.
- The installation must meet the appropriate volume and speed criteria.
- Neighborhood residents are responsible for funding. The Town of Summerville shall not fund speed humps.
Mailbox Information
All mailboxes and posts must be black. Mailbox coverings or artwork are not allowed.
Mr. Chad Thompson handles mailbox installation and repairs. He is happy to help and often has the parts available.

Charges vary depending on the scope of work for repairs.
Homeowners are responsible for mailbox repair charges, not the HOA.
Street Lights
Please report street light outage. If you see a street light out, please call Dominion Energy at
1-800-251-7234 and give them the number that is located on a silver metal plaque on each post. They usually come right out and take care of it.
Financial Documents
The financial documents of the Pine Forest Country Club Community Association, Inc. are available to dues-paying residents.
Yard Waste
Yard waste pickup is every Thursday. Try to avoid placing yard waste beside the road prior to Wednesday.
Pooper Scooper
Please clean up after your pet! Use a pooper scooper even in the areas that may seem acceptable for deposits; other pet owners will surely appreciate a clean place to walk.
Routine Inspection
The Board of Directors and Officers of the Pine Forest Country Club Community Home Owner’s Association, Inc. conduct routine travel and inspections on common areas and streets in Pine Forest to insure that the community remains aesthetically pleasing and functionally convenient. 2011 Annual Meeting
The annual meeting was held on 1/18/2011 at 6:00pm at William Reeves Elementary School, 1003 DuBose School Road, Summerville, SC 29483. The notice was mailed to all homeowners on Monday, 12/13/2010. A copy of that notice is available for download here.
